These padeyes will work both inside the boat and outside on deck provided they are properly glued down with epoxy. We prefer to use a Proset epoxy gun, but it's perfectly ok to use West Systems with high-density filler. Mix enough filler into the mixture so that it's not too runny. Make sure to sand both surfaces with at least 100 grit sand paper and to wipe them down with acetone. Glue the padeye down and scrape off the excess epoxy off the sides. You'll be amazed at how strong these padeyes are.
